Josh got to talk extensively about this list on an episode of the Built on Hope podcast so I'll just give the TLDR summary here. This list is about overwhelming the opponent with multiple attacks per activation by using the ISB Infiltrator's updated Coordinated Raid ability to attack up to 3 times per activation. Palpatine helps to generate additional attacks but importantly with Motivation combined with The General's Ranks, he can set up an Infiltrator into a spot where on its next activation it can both attack and use Coordinated Raid to give another Infiltrator an attack. It also makes it much easier for Palpatine to move an Infiltrator next to him so he can play New Orders on it (and it still gets to attack with Emperor).
The General's Ranks also increases the Infiltrator's damage output each time they get to perform an attack with Coordinated Raid or the Emperor ability. Everything comes together to create an especially deadly list of 4 point ISB figures led by the Emperor.
